The project, the first of its kind in Europe, has a budget of 6.5 million euros for its first phase, and will be a reference in the Circular Economy from the moment the first stone is laid.

The General Meeting of the Maresme Consortium for Municipal Solid Waste Treatment has approved the construction project of the 1st phase of the new Mataró-Maresme Circular Park, which will be located in the Mata-Rocafonda industrial estate in Mataró. A ground-breaking project in Europe, both disruptive and innovative, it will incorporate all the criteria of sustainability in design and technical construction which the Park will promote from the moment the first stone is laid.

Over and above the industrial and/or technological activities of the later phases of the Park, the most emblematic project in this first phase of development is the Remake Area. This is a combination of free services for the general public aimed at waste prevention, repair and preparation for reuse, with an emphasis on the active promotion of social integration of disadvantaged groups. The Remake Area will include advice on auto-repair in different areas (computer and electronic equipment, carpentry and furniture, bicycles, textiles, home improvement etc…), There will also be training and workshops, an exchange area, a second-hand shop, community allotments, activities related to the problem of food waste, a scrap store, a library of things, a reusable dinnerware service, etc. All viable projects of a social nature related to these activities will be considered.

With a construction budget of 6.5 million euros, this project defines itself as unique. But beyond the singularity of its exceptional design by Julià Arquitectes Associats, the project is both singular and innovative because it includes specific concepts of circularity which incorporate at all times the pedagogical fundamentals tied to the values of the circular economy and address key questions, such as the correct energy management of the building, the control of its water cycle, the strategic selection of its materials, the healthcare of its users, and the promotion of environmental biodiversity. All this in a building which is close to the NZEB (Nearly Zero Energy Building) objectives agreed in the European guidelines which creates added value from an architectural and environmental point of view.

The new building of the 1st phase of the Mataró-Maresme Circular Park will also echo this necessary paradigm shift in the construction industry: materials “made to be made again” will be used, with less energy consumption, incorporating wide-ranging solutions of passive control for a reduction in energy consumption during the building’s lifespan, and using various systems of renewable energy. In architectural terms, the proposal also wants to popularise and normalise the presence of used and/or salvaged materials and/or elements in the construction and furnishing of the building, using this presence as another layer in the history and management of the building.

The Project will be built on land formerly used by the Mataro Glassware Workers’ Cooperative from 1919 to 2008. One of the proposals of exploitation and circularity is the use of materials which are present on the site in an attempt to connect with the history of the plot. As an example, for the colourisation of the interior pavements, pieces of shattered glass which had accumulated on the plot as waste from the old factory will be salvaged.

From an architectural point of view, the project is decidedly self-assured in the way it makes the different structural systems of the building visible, such as the air-conditioning and building services, in a clear effort to communicate their function to the building’s users and visitors. This is a pedagogic strategy which attempts to explain to society the values of the building itself as an example of the role that a “circular building” can develop at a social and environmental level in the context of the climate crisis. Both the initial preparation building work and the adaptation of the site where this 1st phase will be located, as well as the construction of the building will be put to public tender. The first tender, with an approximate budget of €500,000, is already underway and is due to be awarded to begin work in October, coinciding with the beginning of the administrative tender for the building work. The construction project was officially approved during the General meeting of the Consortium on the 15th July.
